1) Finding a guarantor
When you rent an apartment in Japan, you need a Japanese guarantor.
@Guarantor requirements
A guarantor must be self-supported. Legally, the guarantor must be responsible for all of the tenant's actions, it is a very serious commitment for him/her to make. Usually, Japanese tenants ask their parents or relatives to be their guarantor. We recommend to you (as a foreigner) to ask your professor, your Japanese boss, coworker, or friend to be your guarantor.
AHow to be a guarantor
A guarantor will submit 'The certificate of being a guarantor' with the proof of his/her seal. Through this document the guarantor agrees to take responsibility for all tenant liabilities.
If the document above is not provided, the guarantor will be required to place their seal on the contract itself and also to submit the proof of his/her seal's validity.
BWhen you cannot find a guarantor
If you cannot find a guarantor on your own, we recommend that you consult with a guarantor company.

2) Alian Resistration
Since a Certificate of Alian Resistration is issued after you have been living in Japan, it is natural that foreigners who have just came to Japan will not have this certificate. In this case, we obtain owner's consent that you submit your Certificate after you move in.
The following details the procedure.

ATerm of application
Must be submitted within 90 days after entering Japan. However, in case that he/she becomes a foreigner in japan (such as a birth), application must be done within 60 days.
BIssue of the Certificate
Alian Registration is to register prescribed things (which the law stipulates) in city/ku/cho government office where an applicant lives. The certificate will be issued based on this registration.
CTime required to issue It usually takes about 2 to 3 weeks after registration for the card to be issued.
DChanges or corrections of information previously registered
You must bring the necessary documents that reflect these changes.
EValid period
The valid period is stated on the certificate itself as 「RENEW WITH IN 30 DAYS
OF ・・・」. Usually the certificate must be renewed every 5 years.
A permanent resident: every 7 years, a visa is under a year: every year.
3) Seal Resistration (Inkan Toroku)
Japanese place more value on an inkan (seal) of an individual than they do on a signature.. In case some places refuse to acknowledge your signature, you should have an Inkan and register it to get Certificate of Seal. It is common to order a seal from a seal shop. You can register only one seal.
The procedure to register your Seal:

AFill in the necessary forms and produce your seal and ID (such as your Certificate of Alien Registration).
BIf an applicant is an alternate, a warrant and a seal of the alternate are required.
